When the Plan was finally published, the words "Ten Year" were missing, and it has no target dates. 

If it doesn't have targets, it's not a plan, it's wishful thinking.

The Finfish Enquiry report (very long!) is the most comprehensive, significant analysis of the industry, largely ignored by government, especially recommendation 3 - to remove industrial fish pens from shallow coastal and estuarine waters.
